German Interior Minister Alexander Dubrint has said he is seeking to create major obstacles to the nationalization of thousands of homes planned by the Left Party in the state of Berlin.
On Sunday, Dubrent said: “We will make it clear in an investment protection law that the arbitrarily nationalization obsession of the left is incompatible with the Basic Law.”
The German Interior Ministry confirmed the details of the law to be put forward, for the first time after the newspaper "Bild" had earlier reported on this law, according to the German news agency "DPA".
According to these details, the nationalization of rented apartments, for example, will only be allowed if there is a compelling necessity for this procedure, and the state government will then have to prove that it has fully exhausted all other means, including investment in and support for housing construction, and that it has no other option.
In the event of expropriation, compensation must be paid "in cash and directly", provided that the compensation is calculated mainly according to the market value of the real estate, which will be determined by a specialized technical evaluation report.
The measures would make plans by the Left, Greens and the Social Democrats to nationalize large numbers of private housing units in Berlin much more difficult.
According to the document prepared by the three parties on the results of the exploratory talks, these parties in the capital intend to take action against private real estate companies that own more than 10,000 housing units, and these parties estimate the costs of compensation at about $ 17.9 billion (16 billion euros), an amount that is likely to be less than the market value of these housing units.
