Doha, Qatar
Mohammed bin Hassan Al-Malki, Chairman of the Real Estate Regulatory Authority (Aqar), stressed that transparency and protecting the rights of customers are a key pillar in the work of the Authority, through regulating the activities of developers and real estate brokers, controlling off-plan sales and bank escrow accounts, in addition to providing reliable data and indicators on the real estate market.
Al-Maliki added that the year 2026 witnessed important developments at the legislative and regulatory levels, as part of efforts to develop the real estate environment and promote the rights of investors and owners.
New legislation to protect the rights of owners
Al-Maliki explained that the recently issued law of the Union of Owners represents one of the most prominent regulatory steps, as it establishes an institutional framework for the management of joint properties, regulates the fees of services provided to owners, and gives them a greater role in making decisions in an institutional manner, thus contributing to reducing disputes and protecting their rights.
He pointed to the approval of the project of the real estate coding law "Tokenization", which allows the division of real estate assets into smaller shares, and opens the way for wider segments of local and international investors, within a regulatory framework that achieves a balance between innovation and investor protection and market stability.
Qatar advances 5 ranks in real estate transparency index
He pointed out that the regulatory system also includes the modernization of non-Qatari ownership areas, providing broader real estate options according to clear controls, pointing out that the State of Qatar has advanced five ranks in the Global Real Estate Transparency Index for 2026, ranking 63rd in the world.
He stressed that the goal is not limited to increasing the volume of real estate investments, but extends to attracting value-added investments that contribute to supporting the long-term economic and urban development in the State of Qatar and enhance the development and sustainability of the real estate sector.
