The Saudi Ministry of Municipalities and Housing revealed the launch of an amendment to the executive regulations of the white land fees, to poll opinions on the platform of "poll" until November 6, 2026.
It is noteworthy that the amendment comes to harmonize the executive regulations of the white land fees with the Council of Ministers Resolution No. (263) dated 12/3/1448 AH, on the restriction of real estate transactions on the land subject to the fee until the payment of the fees due.
The amendment aims to increase the supply of developed land to achieve a balance between supply and demand
The amendment aims to achieve the objectives of the system, which is stipulated in Article II, which is to increase the supply of developed land in order to achieve a balance between supply and demand, increase the supply of real estate units, protect fair competition and combat monopolistic practices, and urge landowners to develop and build, and in response to the development in the housing sector in general in the Kingdom, and in order to accelerate the achievement of these goals in a way that does not return to the real estate market in a negative manner.
The amendment includes the fifth paragraph of Article XIII of the regulation, which states after the amendment that the taxpayer must pay the fee when he wishes to document a conduct of ownership in the white land subject to the fee before the completion of development or construction, and issue the cases excluded from it after the approval of the Ministerial Committee.
As for the same fifth paragraph of Article XIII of the regulations, it was stated before the amendment: When the taxpayer wishes to sell the white land before the completion of the development, the payment period expires, and the taxpayer must pay the value of the fees on the land before transferring its ownership.
